Actually, there is not just one person: even at small publications, there is a team of reporters, editors, copywriters, and their assistants, all working together in the newsroom. Each of them has a role in getting the newspaper or magazine published. In addition, all newspapers and magazines have a publisher (the person or group that owns the publication), but that person (or persons) may not come to the newsroom very often; the owner frequently spends his or her time with the business side-- the people who sell advertising and try to bring in the necessary revenue to pay the bills and keep the newspaper or magazine profitable. Newspapers and magazines all have reporters, some of whom cover news in general, but others of whom cover specific areas, and have expertise in them (like sports, or music, or politics). And there is usually an editor-in-chief who is in charge of the newsroom and is often the final say in whether something is published.
