What were the rebelling states during the emancipation proclamation?

During the Emancipation Proclamation, the rebelling states were primarily those that seceded from the Union to form the Confederate States of America. These included South Carolina, Mississippi, Florida, Alabama, Georgia, Louisiana, Texas, Virginia, Arkansas, Tennessee, and North Carolina.
