Will you be able to use an iPod on a Dell computer?

Yes. The only software needed is iTunes (or a similar alternative, see below) which is cross-platform and runs on all Windows and Mac computers.

If you don't like Itunes, try Foobar2000 - http://www.foobar2000.org - or just google "iTunes alternatives" and you will come up with many results.
