What materials would best insulate a hot drink?

If your soup cup has a handle, then you won't need an insulator, the cup itself would be designed to provide adequate insulation. If your cup does not have a handle, you could in principle use any kind of cloth, paper, or cardboard; a paper towel would work, an oven mitt, a scarf, a glove. Wearing a glove works perfectly well.
