Can you drive a 150cc scooter in Virginia without a tag?

Va State Law says if the motor is larger than 50cc and/or produces more than 2 BHP (horsepower) it's NOT a scooter/moped - it's a motorcyle. In that case, YES you would need a tag, insurance, helmet, and eye protection, along with a class M license.
