I just did this yesterday. You have to pry the cap off (fingers/screwdriver). Then you'll see a cotter pin that is bent at the tail. Get some small pliers and bend it so that it's mostly strait and then pull it out of the rod (DO NOT pull it toward you) grabbing the opposite looped end of the cotter pin. There should be a metal ring behind it that comes off as well (I think that ring is what the plastic cap sticks to). Jack/lift the tractor up enough to remove the tire from the rod. Voila! Put everything back in reverse order making sure you bend the cotter pin tail end again once you've threaded it through the rod. Good luck.
