What does it mean when you have a flock of hawks flying around?

Very few hawks hunt in groups. Most likely, a "pack" of hawks together are migrating, and all taking advantage of the same air currents. It is also possible for a family - parents and the newly fledged young - to be seen together for a few days. One species of hawk that does hunt in groups is the Harris's hawk, but they rarely soar.
