What does compre um cartao para nos ligar mean in English?

Translation: Buy a card for us to call.

The speaker that used this phrase wanted the questioner to go buy a phone card. Even though they don't say phone it is implied since the Word ligar (to call) is in the sentence. Not to mention I hear this statement very often.
