Analyze ajamil and the tiger as a political satire?

In the poem, Ajamil and the Tigers written by Arun Kolatkar, Ajamil and the tiger are representing the politicians who are corrupt and enjoy at the cost of their own subjects(sheep) and dont care what the brave, courageous army(The sheep-dog) who sacrificed their lives for the country!
