you got the same one i got i turned mine towards the back of it,and that tightened it,if you got the lock nuts loose on it,it should move some,their hard to get to move,if they haven't been turned in a while,and you may need two pipe wrenches on it,one side will try to bind on them sometimes,good luck on it.
