Several things could be wrong but this is simple to test. First, locate the fuse for the horn in the fuse box under the hood. If it is blown, replace it. Second, see if the horn is wired accurately and the wiring is not loose. Third, try to check the wiring from the horn to the steering column, if it is broken the fix that. Fourth, it is possible that the switch that is pressed when honking in the middle of the steering wheel, i.e. the one under the pad, has gotten bad or worn. You have to remove the pad for this operation. Remember there are two horns on the Tacoma, so if one works then it is easier to locate the problem for the silent one. In the case one horn works, then the fuse is OK but the problem is usually a loose connection between the wire and the horn.
