Assuming you are an American and you have US cards and you are now moving to a foreign country. Am I right?

Most banks now have online account website for your card which you can link to your checking account. Then you just get online anywhere and pay from any computer on earth.

Alternatively, you can take your US checkbook and send checks from the country by international mail to your credit card payment center. The problem with this is that if you are in a shaky country your mail can get stolen or lost in some cases. Even if registered. So you are taking chances.

If you have no checking account, you buy international bank drafts at a major bank and mail them to your credit card co.

The best way is to just pay it online.
