yes it is a sign of abuse by human hand it has grown to accept humans as the domonit alfa and the tail between the legs is a sign of submissive behavior keep loving your dog just take it slow it will take time but he/she will begin to trust you and this behaviour should improve they do this behaviour in a pack in the wild aswell to the dominant dog
