Although this isn't really an answer I have wondered the same thing. I have a little story about Wal-Mart..
I go there the other day, and I say in exact Words "Where can I find one of those Visa Gift-Cards." I made a mistake in saying gift-card, but I also said Visa. The woman grabs me a normal gift card, I put $150 on it, and leave the store. As I'm walking out I realize it doesn't say Visa anywhere on it. Of course I go back inside and tell them it was a mistake and the first employee who acts like she didn't want to help me from the start tells me there is nothing she can do about it. It was a "done deal" as she said.
But I'm not giving up so easily so I tell her to call a manager which she does. She said "We can fix but the manager is in a meeting right now and it will be a while." I reply by saying "How long is a while? An hour or two?" "She then just takes my reciept and walks to the back of the customer service area, and is whispering with another emplyee who comes to me and says "There is nothing we can do about it." She is also being pretty unfriendly.
Which takes us back to the Visa, which I still had to buy, but since I'd already lost $150 I didn't have a whole lot left. I buy a 75$ Visa and leave, not realizing the woman didn't give me a reciept. Since I was pretty pissed off I guess I just didn't pay attention. If she had given it to me I would have put it right in my pocket like all my other reciepts. I keep them ALL, because I know things like this can happen.
Anyway, I get home the next night and try to activate the Card online, and I get messages saying I need a reciept. I check the place all my other reciepts are stashed, and it is not there. The one from the gift card I accidentally bought is, but the visa one is not.
Needless to say, I'm calling the number on the card to talk to somebody directly, but the problem is every single option they give you asks you to put in the number on the reciept. And if says, if you don't have the number on the reciept put in your Social Security number.
I thought to myself "This is some kind of scam. I never gave them my social security number when I bought this. Why would they need my number. I want my money since I already lost $150 I needed for other things to a wal-mart gift card, losing another $75 would be really upsetting. I put my number in, and guess what happens?! It says that I have the wrong activation number. But it said I could put my SS# in?!
So now Wal-Mart has $225 of my money that I can't get or have to spend at their store, and possibly my SS#.

The moral of this story is do NOT mistake Wal-Mart Gift Cards for Wal-Mart Visa cards like I did. And DEFINETLY DO NOT buy a Wal-Mart Visa without getting your reciept because Wal-Mart has absolutely no problem keeping your money. Enjoy your Visa. (*-.-)
