How do you catch kyoger in Pokemon emerald?

First beat the Elite Four. Then you go to the top floor of the Weather Institute on Route 119 and talk to man at the left of the room. He will tell you it is either dry or wet on a route. Go there and if it is dry, you will find Groudon. If it is wet, you will find Kyogre.
