If your Campaq C700 goes into a unwakeable hibernation made if you shut it how to you wake it up and or fix the problem?

Your best bet would be to pull out the battery (which will force-power-off the system), then try to boot it.

Preventing the problem in the future will likely require an OS update or a BiOS update.
