Why do mountain grass seedling start to grow on its parent plant?

it is a more efficient way of ensuring the specie survives.

seed (very plant expensive to produce) would mainly not find a suitable place or the right weather conditions to germinate.

the shoot (runner) on the other hand as the parent plants support till it roots and reaches adult hood.
