In poetry a Word ending with ed is sometimes given an extra syllable. So some people would pronounce ringed as one syllable and others would pronounce it as ring-ed which would be two syllables.

Tennyson would want his poetry to scan so that the rhythm of the lines to be right. An extra syllable could spoil the rhythm.
