The character Mr. Hooper was inspired by a minister Joseph Moody of York, Maine. Moody accidentally killed his beloved friend Clark and could not be forgiven for this action.
When asked why he wore the veil:
"We all wear veils of one kind or another, and the heaviest and darkest are those that hang about our hearts. This is but a material veil. Let it stay until the hour strikes when all faces shall be seen and all souls reveal their secrets." - Joseph Moody
Mr. Hooper is a character created in Moody's image who has committed an ambiguous sin that allows for the reader to better relate to Hooper and ultimately decide why he wears the veil and if any of us wear veils to protect not only ourselves, but those around us.
