Who receives 1099 copy 1 for State of Illinois?

Which copy is actually used for which recipient is unimportant. (#1 to emploee and #2 to State or vis -versa makes no difference, as long as each gets the information).

Depending on the form you speaking about, apparenlty one needs to go to the State of Il, at the required address for that form - (and likely several reconcilements and such from the reporter for all of those types of forms). Not ethat most reporters of any size, filing even small numbers of forms in total - like 50 - HAVE TO file electronically/magnetic media and not with paper.
