Because of that they had the most developed proletariat. Marx believed the workers revolution required that intense capitalist phase in order to crystallize the differences between the bourgeoisie and the proletariat. In Russia, that hadn't happened yet, so Marx did not see communism taking root in Russia yet. In fact, he thought Russia was totally unsuitable at the time.
