The most common international access prefix is 00, which would leave you with country code +1 (North America, incl. USA and Canada), and an area code beginning with 17 (invalid number).
Some countries use 001 as the international access prefix, which would leave country code +1 (again, North America), and an area code beginning with 7 (valid, but need two more digits to narrow down the location).
Australia uses 0011 as its primary international access prefix, which would leave country code +7 (Russia and Kazakhstan).
Because of the ambiguity involved, it is much less confusing to quote international telephone numbers beginning with the plus symbol and the country code, omitting any access prefix.
(The plus sign means "insert your international access prefix here." From a GSM mobile phone, you can enter the number in full international format, starting with the plus sign. The most common prefix is 00, but North America (USA, Canada, etc.) uses 011, Japan uses 010, Australia uses 0011, and many other countries use different prefixes.)
