How do you get the sailboats on Club Penguin Elite Force?

first you talk to the penguin and start the misson. Then call Flit (The Green Puffle) use Flit to get the boats. The three boats are at the iceburg, the dock and the beach. i suggest that you collect them all before you give them to the penguin first.
