Women should wear hijaab in all of the Middle East and they are controlled by men. In Saudi Arabia and more conservative countries they may be required to cover more of their face. They don't have voice of their own but only in Dubai (UAE) they can live as they like and wear what they feel like (not mini and micro).

It depends entirely on the country.

In Israel, the most liberal country in the Middle East:

  • women can petition for divorce,
  • have abortions,
  • have lesbian marriages recognized by the state,
  • can object to any marriage arrangement based on personal desires,
  • have guaranteed equal pay and workplace anti-discriminatory measures,
  • can work in any company facility that may also employ men,
  • are permitted (and oftentimes conscripted) into the Army,
  • move autonomously,
  • vote their conscience,
  • report domestic abuse and workplace sexual harassment (without fear),
  • practice whatever faith suits their fancy,
  • assemble freely,
  • be free from search and seizure without a government warrant,
  • openly declare whatever political or historical views she may hold
  • wear whatever clothes she pleases (except in certain neighborhoods, which are more modest and nude beaches where the dress code is clearer),
  • be romantic or affectionate with her partner in public

Saudi Arabia, the most conservative Middle East does not have a single one of the above listed rights. Most famously, a Saudi woman can not drive.
