Where do you meet torn in jak 2?

If you access the map - look for a dagger - that's the indicator of where you're aiming for. Just keep running towards it. If you've not met him before (I'm guessing you haven't by the question) the first time you meet him he'll be outside his 'den' Next time - when you get to the door of torn's place - it'll slide open. Go down the stairs - and you'll meet face-to-face.
