The Adventures of Andre & Wally B is the first American made completely computer generated cartoon made in 1984.

However depending on how exactly you're defining a "cartoon", in 1967, Hummingbird, was a ten minute computer animated film created by Charles Csuri and James Shaffer.

The previous answer of "Toy Story" being the first CGI animated feature length film is of course true, but it's clearly not the first computer animated cartoon.
