Curly tail lizards, like most reptiles, cannot breathe underwater. They are primarily terrestrial and rely on lungs for respiration, which means they must surface to breathe air. While they can hold their breath for short periods, they are not adapted for an aquatic lifestyle. Instead, they may use water to escape predators or to cool off, but they will always need to return to the surface to breathe.
