How do you get hoothoot in Pokemon emerald?

You have to be Pokemon Champion first, and then go to the new addition of the Safari Zone. Hoothoot will jump out at you if you look for it. One way to save steps is to stand in tall grass (or water)and press A while moving the arrow keys. Hope I helped! :)
