Yes, aproximately 95% of beer is water.

Beer is made of Malt, Hops, Yeast and Water. The malt is converted into sugars (maltose), which the yeast then converts into Alcohol (ethanol) and Carbon Dioxide. The resultant beer contains about 5% alcohol and 95% water with a small amount of unfermentable sugars and hop oils.
