They are either being confrontational, are near-sighted, or don't understand people's personal boundaries. If this is a habit of theirs, maybe you can find and opportunity to explain that personal space for most people is at least half an arm's lenght away. Be nice about it. Some people are just socially inept and don't mean to offend anyone.
