How do you create an administrators account from a restricted account?

2.type in "cmd" 3.type in "net users" 4.Type in "net user admin *" and press enter. 5.Now it should say "type a passWord for the user:". Type it in! Retype it. 6. Log out and log into the admin using the passWord you changed it to.
