What is the difference between the Cuban and Canadian governments?

The Cuban government is very strict about migration, therefor any Cuban citizen is not allowed to leave Cuba, without permission from the law. The reason for this is because They do not want people to leave Cuba and bring back other countries culture such as religion, food, and entertainment. However Canada's government is allot like the US's Representative democracy.
