Did Obama live in a country or a city?

Both. He mostly lived in the country of the United States, and for four years, he lived in the country of Indonesia. But he lived in cities too-- in the city of Honolulu (state of Hawaii) and briefly in the city of Jakarta (Indonesia). Later, he lived in the city of Los Angeles, the city of New York, the city of Cambridge (MA), and the city of Chicago.
