the definition of tissue is a mass of cells of a same type in which each cell is determined to do the same function as every other cell

since blood is not a mass but is a fluid with cells like RBC's and WBC's which is in constant motion throughout the body connecting all the different systems of the body

it is a atypical connective tissue.
