What is an IR Surcharge on a moving quote?

Due to the unfortunate events of Sept 11, 2001, the insurance industry now considers trucking to be a high-risk industry and requires terrorist coverage for buildings, property and equipment. Item 60 (tariff 400N) was put into place beginning January 15, 2002 as a cost-recovery mechanism to help offset this added cost.

The surcharge applies as a percentage of the regular vehicle transportation charges and the SIT pick up and delivery transportation charges.
