What is the difference between IS and CBIS?

The "CBI" on the television show The Mentalist is the fictional California Bureau of Investigation. California does have investigators for the state Department of Justice, but they seldom handle homicides and other cases like those investigated by their TV counterparts. Police departments are typically part of a city government, and handle crimes and other incidents that occur within that city.
