Why cant the markings on conical flasks and beakers be used to correctly measure out volumes?

The characteristic of the attraction between water and glass (hydrophilia?) and the water's surface tension causes some of the water at the edges of the surface to partially climb the inside of the container, making it difficult to determine from the side where the water level actually is.
