It could be a formula or recipe. Follow these instructions in order, and you will end up with--- blue house paint, or pot roast-- whatever the procedure was meant to produce. It could also be an algorithm designed to give you the solution to a certain kind of problem. This might look something like a decision tree that will lead you to a correct conclusion (if the algorithm is sound, and used properly).
