How can you provide social security for all?

Given a universal world government, which brings an end to all wars and international conflicts, and given an efficiently managed global society with good family planning to control overpopulation, good economic plans, good environmental plans, honest and efficient government, and the support of the general public, it would then be possible to provide social security for all, through some suitable government welfare agency.
