Why water cannot removemarks made by rubber heels on a linoleum floor?

The answer to the question is basic chemistry, Rubber, Vinyl or almost any plastic is not water soluble, so water doesn't dissolve or break down the heel mark.

Try gently rubbing with either a bit of cooking oil and a soft cloth or WD-40 & it will be gone in a flash.
