Is it stealing if you take money off the ground?

No! stealing is when you purposely take an item or thing from someone. It's most likely that you found the money and didn't intentionally try to rob someone. It is just too bad that the victim lost the money in the first place. I lost money too but I didn't necessarily jump to the conclusion that someone stole it. So enjoy that money, it's yours!
