Yes. Though it depends on which city you are referring. If the city is located near a fault line- edge of a plate- the city has a high chance of being affected by any plate boundary movements. When enough stress is built up and is eventually released, seismic waves move away from the epicenter. If the seismic waves are powerful enough many surrounding cities, towns, etc can be affected.
