In the industry for over 25 years - YES - usually installed downwind of the prevailing wind. Most weather comes from the west and thinking of a pool as a "clock" with 12:00 being North the best suitable location is at approximately "2:30". No return inlets should be located from 6:00 counterclockwise to 12:00. It will cause debris to by-pass the skimmer rapidly. This of course depends upon building locations in relevance to your pool where wind may be deflected by it or them. Study the wind and see how it meets the pool location beforehand. Debris floating atop the water is best blown into the skimmer range by the wind and not stuck at the opposite side waiting for the wind to subside, where it may become water laden and sink where you would have to vacum it out manually or use an automatic cleaner to remove it. A skimmer in the wrong location will cause countless hours of pool cleaning and overwork your automatic cleaner, when it can be located in the best position to begin with.
