In Maryland law, pocket bikes are refered to as "motorized minibikes." They cannot be registered with the MVA as vehicles in the state, and they cannot be legally driven on any public roads, only private property. Local county and city governments are also allowed by state law to impose further restrictions on them, up to and including banning them entirely.
A related law also requires that anyone selling a motorized minibike is required to inform a buyer in writing that the bike cannot be driven on public roads, and is also required to inform the buyer of any local law that may limit it's use.
