On my sims kingdom how do you get a perplexing paw?

Heyy people!

The perplexing paw I think is the really tricky one. Most people get it from the kyaking place so try that first. you got 2 get a medal though. But you can also get it from making Roy Happy. But how I got it was I went up to the mountain and talked to the police guy who was working out and he told me to help Dean (The man with blue hair shivering.) And then you give him a wooden stove then go back to the pollice man and he will give it to you. But try these after getting all the other things. It helped me!
