What are the laws governing train horns?

In the US, railroad trains use of horns is governed by the Federal Railroad Administration. The Code of Federal Regulations Title 49 Parts 222 and 229 describe the requirements.

Trains must use the horn approaching highway-railroad grade crossings (4 blasts) unless additional safety features have been added at the crossing and approved by the FRA.
