Why does a Briggs and Stratton 4.5 HP SQ throttle free design lawn mower engine not start if the spark plug was replaced removed the air filter and confirmed fire from the spark plug to the block?

I don't know, but I'm having the same problem too. I think it might either be that it's low on Oil, or it flooded the engine.
