For a 16 year old to date a 14 year old is not illegal. However, if there is any sexual congress between them, that IS illegal.
I would not say that it is illegal. If you love her just go for it. It's a pure choice and you are only dating her (Is dating illegal??). You will never be taken to the court for loving or dating somebody, that would be stupid!
