Why is 6.5x55 ammunition loaded much weaker in the US than in Europe?

Inexpensive Swedish surplus weapons are common in the US; these weapons are not designed to take the pressure of modern loads as the oldest rifles date back as late as 1894. In Europe hunters and shooters more often use more modern firearms which can withstand the increased pressure associated with a hotter load.
