first you go to ravenloss then you finish all the quests then you have to participate in the ravenloss war and finish the boss fight then you are granted the access to learn the saoulweaver arts you do the first quest and then you have to bring 3 spirit looms to to tomix and when you have done that you get the armour and for each spirit loom you get (you can get these on tomix's random quests) he tachs you a new skill
